Making Measure H Real: Outreach and Education for Pasadena’s Rent Stabilization Program
In November 2022, Pasadena voters approved Measure H, a landmark rent control and tenant protection law. This measure created the Pasadena Rent Stabilization Department (PRSD) and introduced new regulations to limit rent increases, prevent unjust evictions, and stabilize Pasadena’s rental housing market.
Since then, Allegra Consulting has partnered with PRSD to bring this law to life through a comprehensive community outreach and media strategy, aimed at educating both tenants and landlords, promoting compliance, and raising awareness about their rights and responsibilities.
Building Awareness, One Message at a Time
To increase visibility of the new department and housing laws, Allegra developed a bilingual campaign (English and Spanish) that uses clear, consistent, and accessible messaging across platforms. We updated PRSD’s branding and messaging, launched a “Tip of the Month” series, and distributed FAQ brochures to property managers, libraries, and community centers citywide.
We’ve also supported the PRSD’s new website, a central hub where residents can find rental forms, public notices, educational videos, and upcoming workshop schedules.
Focus on the Rental Registry
One of Measure H’s key mandates is the creation of a Rental Registry—a tool designed to track rental housing units, ensure compliance with rent stabilization laws, and improve accountability.
To support its launch, Allegra has led targeted outreach efforts including:
- Landlord and tenant workshops on registration and compliance
- Utility bill inserts reaching 40,000 households
- Transit media on bus shelters and interior panels
- Digital campaigns with emails, social media content, and referral tools
- Posters and flyers placed in laundromats, markets, and neighborhood centers
- Multilingual outreach to reach Pasadena’s diverse rental community
We’ve created educational videos modeled after successful programs in other cities to explain Rent Stabilization.
Community First
To ensure Measure H implementation is inclusive and equitable, we’re working closely with:
- Real estate professionals and property managers
- Community-based organizations (CBOs)
- Spanish-language media outlets like La Opinión
- Local ambassadors and social media influencers
Together, these efforts are helping PRSD educate the public, encourage participation, and promote a healthier, more transparent rental housing system.
