City of Pasadena Rent Stabilization Department – Measure H and Pasadena City Charter Article XVII Amendment
Following the passage of Measure H (Rent Stabilization) in Pasadena, Allegra Consulting developed an outreach strategy and comprehensive work plan to educate tenants and landlords about this complex new law and the rental registration process. The work plan focused on two key areas: overall education on the law and registration compliance. Our strategy included rebranding the measure from “Measure H Law” to “Rent Stabilization” to create a simplified, user-friendly identity in multiple languages.
Outreach efforts involved coordination with community-based organizations, hosting in-person and online workshops with experienced presenters, and close collaboration with Housing Board Members, the Ad Hoc Committee, and other key stakeholders. We implemented a variety of outreach tactics to ensure balanced communication with both tenants and landlords (housing providers). In addition, in partnership with the Pasadena Department of Information Technology, Allegra designed and launched the department’s new website to support ongoing education and engagement efforts.
