SR 710 Freeway Reconnecting Communities Oral History and Outreach

project
Allegra Consulting was engaged by the City of Pasadena to document the social, economic, and emotional impacts of displacement caused by the SR 710 freeway construction. Through 32 oral history interviews, surveys from 159 community members, and a multilingual media campaign reaching over 2.9 million impressions, Allegra captured the lived experiences of displaced residents, businesses, and institutions, many of whom were from historically marginalized communities. Our team led outreach from April to July 2024, collaborating with local churches, community partners, and descendants of those displaced in the 1960s–1970s. We collected and analyzed stories that highlighted the loss of generational wealth, redlining, environmental harm, and the enduring resilience of African American, Latino, and Japanese-American families impacted by the project. Key deliverables included a final report, 14 videos, and actionable recommendations centered on preserving oral histories, advancing equitable development, and supporting current residents affected by the lingering effects of infrastructure decisions. The project serves as a foundation for Pasadena’s ongoing restorative justice and urban planning efforts.
