Allegra Consulting partnered with the Pasadena Public Health Department to develop a comprehensive Health Equity Action Plan (HEAP) aimed at addressing persistent health disparities across the city. Our team conducted a review and synthesis of 17 reports and case studies, facilitated key informant interviews, and assessed existing programs and department structure to inform actionable short- and long-term strategies. We synthesized eight case studies and public documents to identify common equity goals and solutions.

The resulting plan included four strategic pillars: (1) reducing health disparities through education and access, (2) enhancing health equity data integration, (3) building sustainable community partnerships, and (4) achieving operational excellence in equity-driven service delivery. Allegra’s work helped the city outline a clear, measurable path forward, grounded in data, lived experience, and a commitment to systemic change.
